Indicator description

Up to and including 2020 — It is determined on the basis of data on the distribution of the population by the average per capita monetary income and is the result of their measurement with the subsistence minimum, which is the national poverty line. The subsistence minimum is a cost estimate of the consumer basket, as well as mandatory payments and fees (in accordance with Federal Law No. 134-FZ of October 24, 1997 "On the Subsistence Minimum in the Russian Federation"). Indicators for the entire population are an estimate based on materials from sample surveys of households and the macroeconomic indicator of the average per capita monetary income of the population. The average annual subsistence minimum per capita is used, determined on the basis of values ​​for quarterly periods. Starting from 2021 — it is determined on the basis of data on the distribution of the population by the average per capita monetary income and is the result of their measurement with the poverty line, which is the national poverty line. The poverty line in accordance with the Decree of the Government of the Russian Federation of November 26, 2021 No. 2049 is determined by multiplying the value of the basic poverty line by the consumer price index for the reporting year to the fourth quarter of 2020, determined by the chain method. The basic poverty line corresponds to the value of the subsistence minimum per capita established for the Russian Federation as a whole for the fourth quarter of 2020 in accordance with Federal Law No. 134-FZ of October 24, 1997 "On the Subsistence Minimum in the Russian Federation" (as amended prior to the entry into force of Federal Law No. 473-FZ of December 29, 2020).
