General Terms

  1. Youth Council of Statisticians (hereinafter referred to as YCS) is a voluntary council of the federal state civil servants and workers under the age of 35 years (hereinafter referred to as young specialists) of the central office of the Federal State Statistics Service (hereinafter referred to Rosstat).
  2. Youth Council of Statisticians is not a legal entity.
  3. The activity of the Youth Council of Statisticians is carried out by the Youth Council of Statisticians Board (hereinafter referred to the YCS Board).
  4. The YCS is a permanent advisory and consultative body of Rosstat, it operates on a voluntary basis.
  5. The YCS activities are carried out in the central office of the Federal State Statistics Service and are based on the principles of collegiality, transparency, independence and equality of its members, taking into account public opinion and supporting public opinion.
  6. The YCS work is guided by the Constitution of the Russian Federation and the Government of the Russian Federation, regulatory legal acts, this Regulayion and the Collective agreement.
  7. Carrying out its activities, the YCS interacts with Rosstat management, structural units of Rosstat central office, the trade union committee of Rosstat, youth councils of Rosstat regional offices, youth and public organizations and the councils of other federal authorities.

1. General Terms

The Council of Heads of Regional Offices of the Federal State Statistics Service (hereinafter referred to as the Council of Heads) is an advisory body to the Head of the Federal State Statistics Service (hereinafter referred to as Rosstat). It was established to assist in decision making on improving the performance of the state statistics system and Rosstat’s regional offices.

Council of Heads work is guided by the law of the Russian Federation, the Statute of the Federal State Statistics Service, Rosstat orders, Rosstat Collegium decisions, instructions of the Head of Rosstat, as well as by this Regulation.

2. Major tasks of the Council of Heads

1) to develop recommendations for improving performance of Rosstat regional offices;

2) to promote interregional integration and coordination of Rosstat regional councils of heads, to enhance their participation in associations of economic interaction of the constituent entities of the Russian Federation;

3) to unite efforts of Rosstat regional offices in providing economic and statistical information to the authorities of the constituent entities of the Russian Federation and regional authorities of federal executive bodies;

4) to consider implementation of the Production Plan of Statistical Work, discuss proposals on the optimal composition of official statistical reporting;

5) to develop recommendations for best practices dissemination of Rosstat regional offices.

3. Council of Heads work

Council of Heads consists of a Chairman, members of the Council, and a Secretary.

Council of  Heads is leaded by the Head of Rosstat, the Chairman of the Council of the Heads.

Council of Heads includes Heads of Rosstat regional offices located in the administrative centers of Federal Districts.

The Council comprises permanent members and Heads of Rosstat regional offices, elected on a rotational basis biennially by members’ direct vote at its regular meeting. At the same time, Rosstat regional leaders, to be elected as the Council members, should have at least five years work record at their positions.

Deputies Heads of Rosstat regional offices, Directors of Departments in the central office of Rosstat, depending on the topics of the issues to be discussed in accordance with the approved agenda, as well as other interested professionals may be invited to take part in a meeting by decision of the Council Chairman.

Decisions, taken by the Council of Heads, are advisory.

An event protocol is drawn up according to the results of the meeting.

Meetings of the Council are held when necessary, as a rule – once every six months.

Chairman of the Council approves the personal and quantitative composition of the organ, determines the venue of the meeting, approves the agenda, distributes tasks among the members and gives them personal instructions.

The preparation of required materials for the Council of the Heads work, arrangement of meetings, monitoring of implementation of the Council’s recommendations and instructions of Rosstat management related to the activities of the Council of Heads are vested to the HR Department, which employee is appointed as the Secretary of the Council of Heads.

Secretary of the Council of Heads:

1) prepares a draft agenda for a meeting of the Council;

2) compiles materials for consideration at a meeting and distributes them to the Council members;

3) informs participants about the venue and time of a meeting;

4) forms a list of stakeholders invited to a meeting;

5) drafts a meeting protocol for signing by the Head of Rosstat;

6) prepares information on the execution of instructions according to the minutes of a meeting.

Members are entitled to raise issues, discuss reports, make proposals to draft decisions, deliver independent reports. Replacement of the Council members during meetings is prohibited

Arrangement of the Council of Heads meetings is vested to the HR Department, when a meeting is held in the central office of Rosstat, and to Heads of Rosstat regional offices, when it is held on a corresponding territory of a constituent entity of the Russian Federation.

1. General Terms

1.1. The Scientific and Methodological Council of the Federal State Statistics Service (hereinafter referred to as the Council) is a consultative and advisory body of Rosstat, functioning on a voluntary basis.

1.2. The Council’s work is guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, decrees and orders of the President of the Russian Federation, resolutions and orders of the Government of the Russian Federation, orders of the Ministry of Economic Development of the Russian Federation, Statute of the Federal State Statistics Service, orders and regulations of Rosstat, decisions of Rosstat’s Collegium and management, as well as by this Regulation.

2. Goals, tasks and authorities of the Council

2.1. The goal of the Council is to discuss and develop recommendations on strategic issues of the Russian official statistics, expertise and advisory support for methodology in official statistics and statistical education, developed by Rosstat and other subjects of official statistical accounting.

2.2. Major tasks of the Council

2.2.1. To consider strategic issues of the Russian official statistics, provision of a unified approach to scientific and methodological studies and methodological developments in official statistics.

2.2.2. To set priorities in scientific and methodological researches in official statistics.

2.2.3. To consider and elaborate recommendations for the draft annual thematic plans of scientific and methodological researches and methodical procedures in the field of official statistics (hereinafter - the Scientific Research Plan); to scientifically examine and consult on the results of research carried out in accordance with the Rosstat’s request in the framework of the Scientific Research Plan.

2.2.4. To provide, if necessary, a qualified expertise of draft documents, specific questionnaires and forms of federal statistical surveys, proposals and recommendations on issues of official statistics.

2.2.5. To provide scientific and methodological monitoring of training programs and additional vocational training at Rosstat and its regional offices.

2.2.6. To consider new methods for official statistics collection, processing, dissemination and analysis.

2.2.7. To develop recommendations on summarizing, application and dissemination of the scientific research work results, national and foreign experience in official statistics, staff training and retraining, methodological support of the Russian official statistics.

2.2.8. To examine official statistical methodology issues upon request from research, consulting and other institutions, as well as statistical surveys and calculations performed by them.

The Public Council was established in 2011.

Over this period of time 38 meetings have been held and 114 issues have been addressed, with 75 being related to Rosstat. 13 proposals for amendments to Russian laws and regulations made by Rosstat were publicly debated.

The Public Council has tested the following practices:

  • holding (and webcasting) expanded meetings with invited representatives of non-governmental organizations (NGOs), businesses, academia and mass media in press centre of The Russian News & Information Agency RIA Novosti;
  • holding joint sessions of public councils of Rosstat and the Ministry of Agriculture at the Civic Chamber of the Russian Federation.

Based on the activities of the Working group on promoting majoring in statistics, the Public Council jointly with Plekhanov Russian University of Economics hold the Student Olympiad in Statistics.

The established creative team has developed the Professional Standard of a Statistician.

Since 2013 the Council carries out regular user satisfaction surveys regarding statistical information provided by Rosstat and the general work of the Service.

The members of the Public Council supported Rosstat in establishing the Statistician Day. Following the Government Order 1125-P of June 23, 2014 it will be celebrated on the 25th of June.

Mr. Vyacheslav Glazychev and Mr. Iosif Diskin used to be Chairmen of the Public Council.

In October 2013 the Public Council underwent a prearranged restructuring. Mr. Evgeny Yasin, the Scientific Director of the Higher School of Economics (HSE), was elected Chairman of the Council. Mr. Yakov Urinson was elected Vice-Chairman.

The Public Council has adopted its work plan for 2019.

General terms

  1. The Collegium of the Federal State Statistics Service (hereinafter referred to as the Collegium) is formed for the purpose of peer review and decision-making on the most important issues of the Federal State Statistics Service.
  2. The Collegium work is guided by the Constitution of the Russian Federation, Federal constitutional laws, Federal laws, acts of the President of the Russian Federation and the Government of the Russian Federation, acts of the Ministry of Economic Development of the Russian Federation, Statute of Rosstat, Rosstat Regulation as well as this Regulation.
  3. The composition of the Collegium is approved by order. The Collegium consists of: Chairman of the Collegium - Head of Rosstat; members of the Collegium - from among the Deputy Heads of Rosstat, Directors of Departments of Rosstat’s central office, heads of regional statistical offices and subordinate institutions of Rosstat, appointed in the Collegium by order of Rosstat.
  4. The Secretary of the Collegium is appointed as a member of the Collegium. It is a Deputy Director of the HR Department, who coordinates and supervises the activities of the Rosstat Management and Collegium Support Division.
  5. The organizational, technical and material support of the Collegium is vested in the HR Department, the Department of Information Resources and Technologies and the Administrative Department.

Organization of work

  1. The work of the Collegium is carried out in accordance with the meeting schedule of the Collegium (hereinafter - the Collegium Plan), which is formed quarterly. Both scheduled and other decisions requiring peer decision-making are submitted for the Collegium’s consideration by the Chairman’s decision.
  2. The Collegium plan is drawn up by the Secretary of the Collegium on the basis of proposals from members of the Collegium, Directors of Departments of Rosstat’s central office. The proposals are submitted to the Secretary of the Collegium no later than 10 days before the last meeting of the Collegium in the quarter and approved by the Chairman of the Collegium.
  3. The approved Collegium Plan is sent to the Collegium members and other interested parties. The Collegium Plan is mandatory for the staff of the Central office of Rosstat, Heads of regional statistical offices and subordinate institutions of Rosstat.
