Head of Rosstat informed of the new digital data ecosystem in Russia

“Development of the Digital Analytical Platform will allow to implement the principle of one-time provision of primary data. This will lead to reduction in the reporting burden on business”, said Pavel Malkov, Head of Rosstat, on September 5 in Bishkek, speaking at the session of the CIS Council of the Heads of Statistical Services.

According to Mr. Malkov, the Digital Analytical Platform (DAP) is one of the most ambitious projects in the framework of development national data management system (NDMS): “We are creating a single information space for all authorities. The DAP concept provides transparency at all stages of data processing, as well as coordination of all participants of this process”.

The basis of the platform mechanism is the GSBPM statistical business process model. Structurally, the DAP consists of six basic components connected with each other, with other state systems and with the NDMS elements. Among them there are electronic registers of forms and indicators, survey objects, a unified data storage, an automated statistical planning system and a personal account for businesses to provide statistical reporting.

Mr. Pavel Malkov believes, that development of each of the components will allow to solve a number of problems, which now reduce the efficiency of work with available datasets. If all these components work in a single system, we will be able to get a new quality of the final data.

According to the Head of Rosstat, development of the DAP will significantly limit the number of forms that respondents have to fill out, and the list of indicators they should report. At the same time, creation of a new tool will allow to select samples for all surveys, including quick change of objects in them. This will improve the quality of the data produced and increase the usefulness of the information collected.

 Background

The 60th meeting of the CIS Council of Heads of Statistical Services was held in Bishkek on September 5, 2019. Rosstat was represented by Mr. Pavel Malkov, the Head, Mr. Georgy Oksenoyt, Director of Foreign Statistics and International Statistical Projects Department, and Ms. Natalia Shashlova, Director of Agricultural and Environmental Statistics Department.

During the meeting, a wide range of issues was discussed, such as implementation of the Global Strategy for Improving Agricultural and Rural Statistics, the CIS Interstate Statistical Committee monitoring of SDG indicators in the region, population censuses in the CIS in the period 2020 - 2029.
