Operation of Regional Offices

Terms of reference

1. Regional Office of the Federal State Statistics Service for (the names of the constituent entities of the Russian Federation shall be indicated) (hereinafter - the Office) exercises the following authorities in the respective sphere of activity:

1.1. within its terms of reference, ensures the implementation of the Federal Plan of Statistical Work and the Production Plan of the Federal State Statistics Service;

1.2. in due course, provides official statistical information on a constituent entity of the Russian Federation to state authorities of a constituent entity of the Russian Federation, local government, media, organizations and citizens;

1.3. ensures the provision to a regional office of the Federal State Statistics Service in a constituent entity of the Russian Federation (to a department of the Federal State Statistics Service in constituent entities of the Russian Federation) located in the center of a federal district (name), of the official statistical information on the constituent entity of the Russian Federation for its submission to the Plenipotentiary of the President of the Russian Federation in this federal district (applicable for an office, located beyond the federal district centre);

coordinates the work of regional offices of the Federal State Statistics Service, located in a federal district (name), on production of official statistical information for its submission by the Federal State Statistics Service to the Plenipotentiary of the President of the Russian Federation in this federal district and makes proposals to the Federal State Statistics Service on improving information interaction with the Office of the Plenipotentiary of the President of the Russian Federation in the federal district (name), taking into account the views of the regional offices located in the territory of the federal district (name) (applicable for an office, located inside the federal district centre);

1.4. in accordance with the official statistical methodology and on the basis of the forms of federal statistical survey, approved by the Federal State Statistics Service, collects primary statistical data, as well as administrative data during federal statistical surveys, processes them to produce and provide the Federal State Statistics Service with official statistical information on the entity of the Russian Federation in the amount provided for by the Production Plan of the Federal State Statistics Service;

1.5. prepares conducts and summarizes the results of the Russian Population Census, the Russian Agricultural Census on the territory of the constituent entity of the Russian Federation;

1.6. in due course, participates in maintaining of the Russian national classifications of technical, economic and social information in the respective sphere of activity;

1.7. in due course, provides for interested users with accounting (financial) data of legal entities operating in the territory of the constituent entity of the Russian Federation;

1.8. in accordance with the law of the Russian Federation and other contract system’s regulatory legal acts carries out works, services, procurement of goods for the needs of the Office, as well as to meet other state requirements in the respective sphere of activity;

1.9. in accordance with the law of the Russian Federation, engages persons on a contractual basis to carry out work related to the conduct of federal statistical survey;

1.10. performs the functions of a recipient of the federal budget funds provided for the Office functioning and implementation of the duties assigned to the Office;

1.11. in accordance with the law of the Russian Federation, represents the interests of the Office, as well as on behalf of the Federal State Statistics Service, the interests of the Federal State Statistics Service in the courts, law enforcement agencies and prosecution offices, executive authorities of the constituent entities of the Russian Federation, other regional and local authorities, public associations and other organizations on issues related to respective sphere of activity;

1.12. carries out the reception of citizens, ensures timely and complete consideration of citizens’ oral and written applications, adoption of decisions on them and sending answers to applicants within the time period established by the law of the Russian Federation;

1.13. within its terms of reference, ensures the protection of information constituting a state secret;

1.14. within its terms of reference, ensures appropriate storage and protection regime for information received in the course of the Office’s activities that constitutes official, banking, tax, commercial secret, and other confidential information;

1.15. carries out mobilization training of the Office;

1.16. implements civil defense programs in the Office;

1.17. organizes additional professional training of state civil servants (employees) of the Office;

1.18. in accordance with the law of the Russian Federation, carries out selection, storage, recording and use of archival documents generated during the activities of the Office;

1.19. in due course and in accordance with agreements on the provision of information services, provides users with official statistical and other information;

1.20. acts as administrator of federal budget revenues, obtained from the provision of information services;

1.21. in accordance with the law of the Russian Federation, carries out operational management of the Office’s property;

1.22. exercises other powers in the respective sphere of activity, if such powers are provided for by federal laws, acts of the President of the Russian Federation, the Government of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Federal State Statistics Service;

1.23. makes proposals to the Federal State Statistics Service on:

improving the official statistical methodology, forms of federal statistical surveys and instructions for filling them out, updating the Federal Statistical Work Plan;

application of the law of the Russian Federation in the respective sphere of activity;

formation of the draft federal budget in terms of financial support for the Office’s activities.

2. The Office carries out the execution of orders of the Federal State Statistics Service in a course similar to orders execution by the Federal State Statistics Service.

Information on the order execution is sent to the Federal State Statistics Service by the Director of the Office. Implementation control is carried out by the Federal State Statistics Service.

3. The Office within its terms of reference in the respective sphere of activity has the right to:

3.1. in due course, receive from respondents primary statistical data and administrative data, including those containing information classified as state secrets, commercial secrets, information about taxpayers, personal data of individuals, subject to their mandatory depersonalization, and other information, access to which is limited by federal laws, in order to produce official statistical information;

3.2. provide legal entities and individuals with clarifications on issues within the terms of reference of the Office;

3.3. apply statutory restrictive, preventive and precautionary measures aimed at inadmissibility and preclusion of violation by legal entities and individuals of obligatory requirements in the respective sphere of activity, and also measures to liquidate the consequences of said violations;

3.4. establish advisory and expert bodies (councils, commissions, groups, boards) in the respective sphere of activity;

3.5. consider cases of non-provision by respondents to the subjects of official statistical accounting of primary statistical data in due course or untimely provision of these data or the provision of inaccurate primary statistical data, take decisions on such cases in accordance with the law of the Russian Federation.
