Rosstat published data on the population with income below the poverty line in Q1 2023

The poverty line in Q1 2023 was 14 026 rubles. The population with income below the poverty line amounted to 19.6 million people, or 13.5% of the country's residents.

Compared to Q1 2022, the share of the poor population decreased by 0.8 percentage points, from 20.9 million to 19.6 million people.

Poverty reduction was influenced by the implementation of targeted social programs aimed at the most vulnerable groups of the population, as well as the growth of wages, pensions and other types of income.

The monetary incomes of the population in Q1 2023 amounted to 17.4 trillion rubles, an increase of 8.7% compared to Q1 2022. The growth of real monetary incomes was 0.1%. Inflation in Q1 2023 compared to Q1 2022 was 8.62%.

Compared to the Q1 2022, the share of wages in the structure of income of the population increased by 1.5 percentage points (from 62.4% to 63.9%), and the share of income from entrepreneurial activity – by 0.6 percentage points (from 6.4% to 7.0%).

The average gross salary in nominal terms in Q1 2023 amounted to 66 778 rubles, an increase of 10.7% compared to the same period in 2022. The average gross salary in real terms in Q1 2023 increased by 1.9% compared to Q1 2022.

Since January 1, 2023, the insurance pensions of non-working pensioners have been indexed by 4.8%. In general, the average amount of assigned pensions in Q1 2023 amounted to 19 341 rubles, an increase of 14.53% compared to the same period in 2022. The size of the assigned pension in real terms increased by 5.4% compared to Q1 2022.

Social payments to the population in Q1 2023 amounted to 3.4 trillion rubles (19.4% in the structure of total cash income) and increased by 4.1% compared to Q1 2022.

A new important tool of social support since January 1 2023 was the provision of monthly allowance in connection with the birth and upbringing of a child from. In addition:

  • over 2.5 million families with more than 3.0 million children aged 3 to 7 years inclusive have received monthly cash payments for children;
  • the monthly cash payment for a child aged 8 to 17 years (introduced in April 1, 2022) allowed  to cover approximately 3.0 million low-income families with children receiving monthly allowances for more than 4 million children.

Due to the targeted social support measures, the incomes of the least well-off population increased by 30.7% in nominal terms in Q1 2023.
