Calculated as a percentage of the Budget expenditures for the sections: "Education 0700", "Healthcare 0900", "Social policy 1000" in the context of the corresponding subsections of the budget classification of expenditures to "Budget expenditures - total" of the column "Consolidated budget of the Russian Federation and budgets of state extra-budgetary funds" of the Report on the execution of the consolidated budget of the Russian Federation and budgets of state extra-budgetary funds (f. 0507021), approved by order of the Ministry of Finance of the Russian Federation dated April 11, 2016 No. 116.
